The Los Angeles Department of Water and Power (LADWP) should employ blockchain technology to oversee solar generation in rooftops and parking lots, guaranteeing fair access for low-income residents and meeting the Department’s carbon reduction targets.
Executive Summary
Permacity Foundation and Clean Coalition are dedicated to promoting zero carbon emissions in Los Angeles. By eliminating barriers to harnessing the potential of in-basin solar energy, we strive to benefit all Angelinos and secure a cleaner, more sustainable future for our city. To fulfill our mission, we would like the Los Angeles Department of Water and Power (LADWP) to leverage blockchain technology to facilitate and manage large-scale rooftop and parking lot solar. We propose to LADWP the development of “EquiSun: Empowering Communities with Blockchain-Managed Solar Energy Pilot.” A pilot project that focuses on effectively getting solar built on the underutilized solar potential in Los Angeles while providing equitable access for low-income communities such as Wilmington, Pacoima, and Boyle Heights. The proposed EquiSun Pilot is a 200 MW project integrating blockchain and smart meters to improve the management, transparency, and deployment of solar and battery systems. This technology would allow for peer-to-peer energy trading, EquiSun: Empowering Communities with Blockchain-Managed Solar Energy Pilot 2 commercial and residential to Utility, and peer-utility-peer trading to simplify the interconnection process, and enhance the grid’s ability to accommodate decentralized energy sources.
